To follow up from Daravae (Don't wanna mention twice before his response)'s suggestion, I asked BJW in Twitch whispers with no response around half an hour ago. No response on Twitter, as well.

@Daravae It was through Twitch chat, so I'll have to wait until his next stream.

I submitted a run for Touhou 17 easy ( https://www.speedrun.com/touhou_kikeijuu__wily_beast_and_weakest_creature#Easy ) over 3 weeks ago and tried to contact the only mod ( https://www.speedrun.com/user/bjw ) through Twitch, where he said he'll review it last weekend. He has been inactive for two weeks. Later, I tried DMing him on Twitter, with no current response.
