Is there any chance of a 100% wii speedrun? I would like to run that.

So i was wondering, why do the rules state that usb loadera are banned? I read somewhere that they mess with the loading times, but in what way? Also if neogamma is allowed, (im assuming this means disk loading only) then why isnt, say gecoos allowed with cheats off?
