Go into your Portal folder and there you should find folders that are named after the date and time each run started.
Get the demos out of the folder of your PB and put them together in a zip for uploading them to a file hoster of your choice.
If you used the vault save, don't forget to include the vault.dem in the zip of your demos.
your faster run is obsolete, because you didn't put in a time without loads. Runs that only have real time are automatically ranked under runs that have ingame time specified.
I'm assuming you don't have a time without loads for your run, so just edit your faster run and put in the same time in the "w/o loads" field.
If you want to have ingame time for potential future runs, consider setting up livesplit for automatical load removal.
Basically what Fabbrizio said. you where under the clip of the railing, which blocks your jumps and makes you land faster on the ground, It results in more ABH'es and therefore speed is building up way faster.
at 17:46 you are actually not even out of bounds, just inside the wall. colored void = inside wall, black void = oob
In the case of 17:51, you unintentionally did a clipping glitch, which places your camera over the level for a few ticks while going through a portal that's at the very top of a wall. however, in these few ticks you can't actually get oob, you can only shoot a portal oob.
This kind of peeking can happen in chamber 10 too, during the flings. It's fine when it happens there and I wouldn't see a problem in this case, cause you didn't abuse it and landed inbounds properly after the load.

check the rules on the legacy category. (press view rules) It lists every banned trick/glitch under "Goal" right at the start.

If you guys don't wanna make a seperate category for hardcore, you should add a variable for the difficulty, so it says what difficulty the run was on next to the time. You can also filter the runs after difficulty then.
If you do wanna split them up, make them into subcategories.
You have to enter the top of the portal. Kind of strafe to the ground more left instead of just dropping down, to gain a little bit more forward momentum and to have more space. Then place your portal in a way, so that you can aim for falling into the top.
You just gotta experiment a bit with this. It can be a little tricky.
The Steam version already uses ScummVM. If you have it on steam you should be fine with that version.

I also picked this game up during the sale. I might take a look at it as a speedgame in the future.
I know that the demo is on an older patch, where the maintenance glitch is still present, but... yeah it's just the demo. Your best bet is probably to search for a torrent of an older version.
upload a zip with your demos to any file hoster (for example dropbox, google drive, ...) and just put the link in the comment field when you submit your run.
If you already watched several videos, you should know everything you need to know. The rest is just practicing a lot. It might take a while to get used to the movement, and even more time, to actually get good at it.
