Oh, it's always good to bring up stuff like this because you never know what you might discover, and new things do come about that way. A good example is the no-stop strat in Amazon on the bottom of the level where you have that sort of tight jump not to stop. Purjo came up with that in a very similar way, and it ended up being useful, like, .2 seconds or something. But, yeah. It's definitely not a reset if you happen to do it accidentally, provided you adjust when it happens. Good luck bettering your time, if you're going to.
It may be a couple of frames faster, but it can't be done consistently enough to warrant the addition, unless you're prepared for a few extra thousand resets.
I routed this category myself and have a initial time of 8:52. Once I figure out the bonus points for clock time threshold, I'm confident it can be pushed to 8:2xish. I initially tried it with OP's route but the ice cream made me want to jump off of a cliff. So I ended up opting for adding money to get to divisible of 3 million instead of losing money to do it. I believe it's ultimately faster as well. Notes: holy hell this category was a pain. I had so many attempts $1,000 too high or low before finally hitting that 3 mil. I also routed "good ending" which I've down to 17:52, but I won't be trying to submit the category, however, I will have it highlighted if anyone wants to check it out. Edit: There are some major flaws in my "good ending" route. I'm going to work on it a bit in the next couple of days.
