How to play gta vc in windowed mode ?

Hello ,I just started speedrunning no SSu two weeks ago and i past the shakedown which i already bought the cherry poppers property .If i won't complete the tommy estate assets and doing the hit the courier duping .Does it pass the tommy assets ?
