You can use external program for limiting fps in game. I personally use RivaTurner and I cap fps to 61.

Yeah that's a thing. I'm guessing you entered the club with the bike crash, then again with the scripted walk, but don't quote me on that.

Record short F3 replay, and when the rampage is about run out (low 0:00) start spamming F3. For vehicle rampage record replay of their wrecks (5s long minimum) and play it over and over untill you pass the rampage.

Did you press a replay while on fire? This makes Claude get permanently stuck on "fire", and you can't aim while on fire.
Save and reload to fix it. Don't use replays while on fire to prevent it.
