I tried running both versions of this game several months back. I managed to get to the Insubordination mission at around 4 hours. Is there a way to guarantee the Sgt. Erik Tan mission triggers without having to wait for hours?

I've done all missions, relocated to each new home & upgraded everything I could, done all side quests, but in over 120 hours in both versions, I've only ever had it trigger once in the original version.

When I did my run my longest wait time was for that mission, I'm not sure if it triggers off distance traveled or community status but it took forever, some google searches said some people didn't even get the mission and quit the game before it arriving from boredom.
