i know that the negative mutator just inverts the colors of the game but what about foggy? I saw a speedrun on the leaderboard once and mid way through, someone else bought the foggy mutator and it still got accepted in the mutator less run but does it count?

no, your run wont be moved to mutators sub-category if it has negative/foggy mutator.
