The rules do specifically state the entire emulator, including window border, so I'd go with the second one.

The second one. You have to capture the entire window, my Gold run was rejected this week because I only went for the first one, due to technical issues (now solved).

The bad news, BGB outclasses gambatte at accurate emulation, especially as far as glitches are concerned.

Yea, you need the whole window, since a mod needs to read the filename just to make sure it's correct.
