Two questions: First one is in terms of timing. I know Segmented is IGT but are the Any% NG and NG+ IGT or RTA? The rules seem to hint at RTA but I wanted a bit more clarification
Seond question, am I allowed to switch between characters during the story mode run? I generally prefer to play Sanji but some levels would be quite difficult with him due to his little "quirk." That and some characters are just faster on other levels due to dialogue skips (EX: 1-3 if you play sanji you skip the possible dialogue of a Treasure Event)
Segmented and individual levels are the only ones that use in-game time. Sorry for the confusion!
And you are absolutely allowed to use whoever you want to or need to whenever you decide to switch.

Just a clarification question, since everything I've done speedrun wise has been single segment, but does "Segmented" mean that you can do a stage over again and again in order to get the best time you're able to? If not, what is the difference between a "Segmented" run and a "Single Segment" run?
If that's how you want to run this game in the 3 categories that accept segmented I say go for it!
Segmented allows for the flaws of the run to be isolated and fixed in the easiest way and for some it's just easier to upload many little videos as opposed to the one big one single segment would take.
Due to recent datamining we have concluded that the centiseconds used by the games results IGT are made up by cloning the minutes converted to seconds. So future runs will have their centiseconds for each stage considered as 0. This only affects categories timed with IGT.
