This time, I don't think that 28 is possible. In a fake run, I didn't ground pound enough for SC2, resulting in an unrealistically fast way to proceed with SC2. I then made sure to ground pound to the right when getting to the secret exit after grabbing SC3, but all that still resulted in a 29 (barely, but it makes me sure that 28 is impossible without a completely different route).
