The rules for this run are as follows:

Timing starts and ends at the same places as a usual run.

In addition to what you usually collect in 100%, you must get all of the Legacy Collection achievements. Effectively, this means reaching Bit, Byte, & Vile without using a Ride Armor in the specific stage you fight them, and then defeating them with only the Buster. Then you must reset after Vile, slay him with Ray Splasher, get the Hyper Chip, then reset after so you can beat Kaiser Sigma without the Hyper Chip.

During the second reset mentioned above, you can add on any Enhancements you want—you can even toss away the base Buster upgrade if you want to do Any% Beam Saber strats! This is because you have already fulfilled the source requirement of the other four Enhancement chips just by collecting the Hyper Chip.
