Is it somewhere in east Asia? You can't set your country as somewhere in east Asia unless you are actually living there currently, for some reason.

There are certain countries that you can only select if you actually reside within them and aren't using a VPN. This is most likely the case for you. If it's not, go to the bug report thread and explain in a bit more detail.
