I was thinking that level runs could be interesting if they were down to the frame and also it would bring alot of new speedrunners because some look for games that have many IL levels

I don't think it's necessary. Most of those levels are very simple, and don't pose any challenge by themselves.

Something interesting may be all ice blocks melted or something like that.

Individual level speedruns would actually be pretty interesting in my opinion
