Questions about the FPS Patch

I’d like to understand how it works. What is it used for? Which skips are possible with it? What impact does it have on the game? Is it just allowed in runs, or is it something mandatory so I’m not at a disadvantage?

I don't know a lot since I have never tried running the game myself but I think it might be mainly to make zips possible on older lower end hardware. I have a 3060 and I am able to hit the 60fps cap pretty much without drops but my friend who is on a 1660s hovers around 45fps so he wouldn't be able to zip. I saw the runner wormdog using it so I would suggest asking in chat or yt comments or just asking in the dc server.
