In order to ‘softlock’ the game, you need to use the broom quickly when you knock down the whack-a-mole mallet from the basketball game. This deletes the broom and the mallet, making the game impossible for 100%.
Steps:

Click on the pizza box on the table and open it and grab the cutter.

Leave the pizza box and click right once.
-
Go to the clown water shooting game and continue to shoot until the balloon pops.

Grab the token that falls down when the balloon pops.
-
Exit the water shooting game.

Click right once.
-
Use the token on the alien claw machine, take the alien when it drops down.

Click on the alien once it’s inside your inventory.
-
Drag the pizza cutter from your inventory and cut the head off the alien

Grab the needle from within the aliens neck. (The needle is short, and requires precision to click on.)

Exit the alien and return to the arcade counter.

Grab the broom next to the arcade counter.

Click right twice.

Grab the air pump that’s next to the whack-a-mole machine.

Click left once.

Grab the deflated basketball from within the basketball game.

Click on the air pump from within your inventory and drag the needle onto the tip of it. (Once again precision is required)

Exit the air pump and click on the deflated basketball from within your inventory.

Drag the needled air pump to the basketball and wait for it to inflate.
20.Exit the basketball and drag it from your inventory to the hoop.
- Quickly drag the broom from your inventory to the basketball drop down area.
