Recently, some prototype Chinese translations for various GBA games were leaked, including Advance Wars. Could this be used to save time?

Considering you can just press start to skip cutscenes I highly doubt it would save time.

And even if it did for a few seconds (that's what we're talking about here) not being fluent in the language would probably hurt the menus more, game being a tactical.
