Due to issues with the previous moderator, I have stepped in and overhauled the leaderboard.

##Notable changes:

• Runs under 6 minutes are now being tracked in milliseconds to prevent unnecessary ties, especially in ILs.
• The 15 and 19 levels categories have been removed. These catego
