This doesn't sound like broadcasting, it sounds like you're just plain recording on the PS4 with external memory storage which only allows for 1 hour tops of recording
Yep discord has private messaging, although I think you have to either send the person a friend request or be in a discord server together to be able to do that
^ You're missing out on a lot of valuable discussions in the discord that you won't really see in the forums too if you're invested in anything to do with speedrunning kirby. It is your choice but I highly recommend you get a discord account

I think adding highscores to the site itself would be alright. It could have its own tab where you see Leaderboard, Guides, Streams, etc. (probably under Leaderboard) if someone were to want to have highscores. It wouldn't need to be there either unless someone adds it through edit game just like how the IL tab works so there won't be a bunch of Highscores tabs throughout games that don't need to be there. It could operate in its own way separate from the regular leaderboards this way too I think. I don't believe working with someone you don't know like at all is worth the risk either, especially when they are the site owner.
EDIT: Or if it ends up being its own site the tab could just direct to the board on that site
I don't believe people in a given game's community would appreciate that either

Yeah I only am ever able to view the last 10 notifications after I've opened it to see new notifications, the person most likely means that they opened their notifications and there were too many initially to go back and look at the denial notification
NTR messes with some (probably a lot more than some) game's accuracy in that it can visibly speed up loads, sometimes knocking off several minutes in an any% run (kirby: triple deluxe is an example)
You wouldn't need to resubmit it, you could edit the category for the run yourself going to your run and then selecting the vertical three dot drop down
That's understandable that it was originally for routing purposes, it's just more accessible of a category(ies?) to some (of course not at the moment since no one really runs it lol) and when or if more start running it it'd probably be good to make video WR a thing so people don't come in thinking they can just submit whatever and it be cool
