You've sent me the link to the video. After going on the website, without an ad blocker, I pressed "play" on the video and another web page opened and it started downloading a file called OperaBrowser.exe that was blocked for being malicious. I then went back on the page to press play and another advert page opened.
It does a couple overlay link ads, then it plays all the way to the end uninterrupted (as long as you don't need to touch the player again). As for the content of the ads, all I was ever tried to be showed were AliExpress ads, but I obviously have no control over what gets shown. I actually just block the popups myself.
This is why it was rejected as your video hosting platform isn't very good so site staff can't even watch your run due to adverts getting in the way. Use YouTube or another common video hosting service instead.
I ended up restreaming my run on kick.com and submitted that, it was approved shortly after.
Is the problem here that content interception ads ("we interrupt your transmission to show you this ad") are considered acceptable while link overlay ads ("this page is an ad link until you click it") aren't? The latter are even easier to block...

The first thing that comes to mind is what to do about a potential 100% category.
I've been considering that a Defeat All Robots category might be reasonably close to that.
The difficulty with a "true" 100% category is that it presumably would include all the unique weapons you can collect from optional bosses. The problem with that is that some of them have more than a single possible unique drop, but you can only ever take one. For this reason a "true" 100% category in this sense is probably not possible, unless we want to consider runs spanning multiple games.
The Defeat All Robots category is, I believe, achievable and reasonably close to that. It simply entails defeating all robots, as the name implies. This includes all rooms of every section, as well as all event battles. I propose that the category explicitly requires winning the battle, which would entail that losing to a non-repeatable event battle would require loading a save from a previous point or resetting the run (non-repeatable encounters are not random, so it is easy to plan for that and make the safe choice of saving the game beforehand).
Another detail to consider is whether Boldo and Shade are considered part of the hit-list. It is possible to choose to battle Boldo after the Doppel battle, and then defeat Zoor during the event battles in the Machine section. As for Shade, he can be battled either after the Aqueria battle by refusing to kill her, or at the end of the game by siding with Muse (Goddess ending).
It is, of course, not possible to defeat all of the final bosses in the same game, so there is a limitation to that.
The category also might or might not require collecting Gungnir, the level 120 Spear class weapon. What's peculiar about this unique weapon is that it is not collected from a defeated robot, but instead is traded with Doppul in exchange for your entire AT collection.
I think that, broadly, fulfilling all those conditions would best approximate a 100% completion of the game, and maximize all the content that can be included in a single game.

I'd recommend checking with the community whether and which emulators are allowed for a given category. For some categories there are technical reasons to require a specific emulator, or even ban emulators under certain circumstances.
That being said, for PS1 in particular mednafen is a pretty accurate emulator and thus usually allowed (https://mednafen.github.io). IIRC the Bizhawk emulator (https://tasvideos.org/Bizhawk) uses mednafen under the hood for PS1 as well.
Another popular and fairly accurate emulator for PS1 is Duckstation, so worth looking into as well (https://www.duckstation.org).
For the PS2 I'm less certain but I believe PCSX2 remains the most popular and accurate emulator (https://pcsx2.net). Not sure if it's as ubiquitously accepted as with PS1 though.
I frankly have no idea if there are accurate enough emulators for the PS3 to be allowed for competitive speedrunning. But you can always ask the community for the game when in doubt (this also applies any kind of inquiries in general).
EDIT: Also bear in mind that for any given emulator a specific configuration might be required, and proof that you are using the correct configuration provided for any submitted runs. Again, the best option is to check with the game's community.
