aaaaand can confirm that source unpack doesnt help either. I too need a solution for this because the freezing is verrrry annoying.

EDIT: I made an error when installing Source Unpack. I redid it correctly and it solved the problem!
"better computer" meaning mostly a better harddrive or even better an SSD. If the source unpack is having save-related stutters on an SSD then you actually need a better computer, because that shouldn't happen on any hardware meant to game on, unless caused by a slow drive.
Good news! I actually made an error when installing Source Unpack. I redid it correctly this time and the problem is GONE! Thanks all!
An update has been released for SST that adds the command sst_portal_resetisg. This command removes Item Save Glitch and is to be used in place of restarting the game. This is a temporary solution while a more robust and legitimate one is developed.
