Hiya. Been running other Pokemon games and am keen to give sun and moon a try after watching the anime with my son. I assume emulators are allowed and if so which ones?

There is a separate category for emulators, which is called ENG (Emu). All rules can be found there, including the Emulator to use.
I'm posting some of my concerns about the EMU category here, as it seems to be the right place, rather than opening a new forum post.
The version of Citra to be used is very obscure, and I don't want to waste time doing a run with the wrong version. Also, what settings for FPS cap percent and CPU (I presume 100%, but would rather ask). I feel the lack of runs in the EMU category is due to the lack of cut and dry rules and lack of proper description. Perhaps updating to provide info so runners aren't in the dark may be fruitful and helpful.
The EMU category rules seem to only show for NTR streaming, which is not really helpful in the case of an emulator, as NTR typically is a software on a physical 3DS (or really anything using NTR) that either wireless streams or streams the output through a cable, not solely using a PC, and thus, really is not emulation from a software and hardware perspective, and in all honesty should be rerouted to the N3DS or O3DS run pages respectively.
If these are somewhere else, and I am just blind, please point me in the right direction, but resources, rules for the EMU category really give any info, nor do posts on the forum. If I am missing any information on NTR, please do inform me, as well.

After viewing this forum post about NTR (https://www.speedrun.com/posts/ar41j), the info provided here would be most suitable for an NTR category, OR having a picture from an external device (as NTR users likely do not have a capture card), to show they are using stock settings. This seems like a good compromise, at least in my head.
