In the single level story mode rules it sais that skipping cutscenes is not allowed. Does this apply to the opening cutscene of the level or just the mid level cutscenes, and if it does apply to the opening cutscene, why?

You can skip the opening cutscene, as the time starts when getting control of your character. You can not skip mid-level cutscenes however.
