This was an issue for me so maybe others will run into it, but disabling the DLC on Steam may not remove it from the game at all. The solution is to go into the game files https://prnt.sc/cnn2p_N4ITiu then navigate to a folder called "final". There should be one folder called "pc" and in it you must remove DLC files 1-9 https://prnt.sc/svgW5D6iqaI_
