You can stream and play Steam games on a tablet using Steam Link, and I interested using this to speedrun this game possibly faster, and just wondering in general. Is this allowed, and if so, which platform should I set it to?

Allowed, yes. As for which platform, I actually don't know, I'd say put it on PC since it's coming from Steam (but please specify on the description for future reference).
