Click win+R then type steam://open/console then press ok and then type this download_depot 521890 521895 5230862338409122113 then wait till its downloaded then go to files>Local disk>Program files x86>steam>steamapps>content>and then keep clicking until it shows HelloNeighbor.exe open it and done:)
to add on @JayvSchooten if you want a different version after you download it delete the files first and then you can get a different version
