Hey if i record with obs the video is too laggy but with ge there are no lags is it okay for speedruns?

Check with the games you intend to run to see if there are any specific rules prohibiting this software, but as long as the video quality is acceptable (good framerate, resolution, and consistent video (steady and few frame drops)), then I doubt anyone will have a problem.
