Theres a official 3ds release and i just want to know if its legal

Sorry for the late response, but simply, no. There is no official 3DS release anyways, you'd have to build the CIA yourself and inject it (which is not going to be allowed). VC is an emulator and a very bad one, and only reason it gets a pass on the official PSR boards on official games (assuming glitchless) is because it's official and doesn't have framerate issues. CC doesn't pass that first requirement so it's never going to be allowed.
