A couple of times during practice, I've had some weird issues with launchers not showing up in the stores in Sanctuary. I've made sure that I'm level 10 before going back to sanctuary, and I've not gone back since before frostburn canyon, however, the guns in the store are level 9 at most. Anyone know what's causing this?

You were most likely too slow and the shops reset for level 9. It's unfortunate, but that's our best guess for why it occurs.

Just checking my understanding of this part, but would save quit before going back to sanctuary guarantee lvl 10 in shops? Might take a bit more time but at least it prevents soft lock
