What emulator is best for this? Where can I get the rom? Are there any plugins or software drivers that I need for controllers and sound?
If you want to play on an emulator, I recommend you use SNES9x 1.53 or 1.54, or the latest version of Bizhawk. The ROM is on smwcentral.net, and the controllers and sound should be automatically handled by the emulator.
