it seems the IGT is broken because some times is faster and other times is slower

Silo run is a 44 minute RTA and a 37 IGT, while Sergius is a 45 minute RTA and a 35 IGT

this seems like a big difference so we have 2 options

1. Only accept 1 region for the gae
2. Start timing via RTA only
