Here you can find the old arcade records (1989-90) published in Mycom BASIC Magazine. The times obviously don't include the preliminary run.
Flip's newest TAS has a boss skip that's doable RTA. Aladdin must have 1hp left (i.e. take penultimate damage) in order to perform this skip. The skip doesn't work on other difficulties, therefore making Any% Difficult the fastest category.

The game shows centiseconds, why not include them? Maybe there's some weird reason for that, but it isn't explained anywhere.
The top run is completely unverifiable because there's no video.
I found this pretty interesting, so here's a few records that some Japanese kids got in the 80s.

The rules might need a little bit updating. They still mention the Genesis version etc.
I'm also wondering why certain versions are excluded/banned/not recommended. Speedrunners typically want to use whatever the fastest version is, and banning an official version is never a good thing. If some exotic version is significantly faster than the others and it bothers someone, it can be listed as a sub-category instead of using some other method like level leaderboards. This was probably mentioned in some other thread.
Adding more options for submitting runs would also be welcome (such as Difficulty, Version).
Every run that starts from a save state should be simply rejected. It's common sense that save states do not belong to full run attempts. It's a tool for practicing. Emulator have a reset button. Use it.
Additionally, the rules state that "• Gens32Surreal is recommended, it emulates lag very accurately". This is horribly inaccurate. Recommended emulators are Fusion, Regen, RetroArch or even BizHawk.
On the Road Rash 2 forums: "Redlof mentions that he had much faster times IGT vs RTA, and was found due to loading times of the Gens [32 surreal] emulator being quicker than others. " Even Barney's hide and seek runs too fast without doing any inputs, I've heard. This is why people should never use any version Gens. it runs faster than other emulators.
This post explains how to calculate RTA-TB (real time minus time bonuses).
Sum up all time bonuses and divide it by the Genesis framerate 59.9228 times 100. This formula derives from the fact that 100 points equals one frame.

Subtract that time from your RTA time. Time to be subtracted is typically around 50 seconds or less.
You can do this semi-automatically with the plugin found under Resources or alternatively by using a spreadsheet. Remember that you can just submit your RTA time (or anything, really) and a verifier will calculate RTA-TB.
