Yes it's quite common in the game I run (Streets Of Rage 4) to know you are not happy with a PB so don't submit it until you get a better one.
There is something to be said for submitting runs in case there are tricks others could learn from it, there is something also to be said for holding off on submitting "poor" runs. It's your choice.
No, technically speaking you need to check the rules for each game you want to submit.
There shouldn't be any reason to request you don't have German language commentary or that you don't choose Germany as your language in options, but there may exist some game which have specific rules for whichever reason. So best advice - check the game rules before you start running a specific game.

Good luck :) I used to watch a few streamers who attempted the same thing, but I never saw if they completed it or not
Sometimes, competing with other people helps with self-improvement. I would never have gotten some of my better times in SOR4 if it wasn't for the strong competition.
For example, I was happy to leave SOR1 Blaze Easy at over 1 hour thinking it was a decent time, then others ran it so I got it down to a 59 minute run, and eventually all the way down to 52:55. It's funny looking back to think that I thought 1 hour 1 minute was "the" time lol so yes, having fun is the most important part, but the competition can help make it fun also.

Yeah, I do wish OBS had a better indication of whether it is recording or not. I have two screens so sometimes keep it open in the other one, but seeing my own screen twice can be off-putting. But I don't know OBS very well, maybe there is a setting.
