Sorry for the double post but what's the best capture card for Retro games ?

I just want to stream retro games (Wii VC games,SNES,Gamecube) so I don't have to have an HD capture card right ?

Yes I use euros cuz I'm French and I can spend 400 euros for a pc (around 460 dollars)

I want to start streaming on twitch but m'y PC is very bad. I want to buy a good PC for streaming at a decent price. Sorry for my bad english
