Yes and the reason you can't replace "A CYBER'S WORLD" or "Pandora Palace" is because those tracks sync with the gameplay, meaning it would be affected if you modded the song.
You can (and should be able to) say whatever you want as long as it isn't disrespectful or blatantly inappropriate.

Like a 100% category? IDK, all flags is long enough anyway and no one is running this game. Id do with a shorter category like Red Paint Star% where you get the big red star as fast as possible. Since you wouldn't have to get the lemon from Indigo Underground it would be faster than chapter 1 in any%
New easier method for Character Duplication. This glitch was originally discovered by Gerarge, but I don't think it was documented that you could just switch characters and take out squid with a second controller.

Sorry for the late reply here, but basically behavior that horrible should never be allowed online. The reason the runs weren't just deleted from the boards altogether is that most of those banned were unfortunately very good runners, and their times were admirable. Its just their behavior online that was unacceptable. You can still watch the videos by going on YouTube or twitch, assuming those runners weren't banned from other online services.
Nice job on the wr, didn't know it was possible to beat the game in less than a second. (I'm joking)

I really hope Don 1 doesn't get removed. For Glass Joe it made sense since there were hundreds of submissions, but even with the ever-increasing number of 14.97s on Don 1, it still takes more effort to get 14.97 on Don 1 than 42.00 on Glass Joe. (All you need for Glass Joe is to hit 1 punch within a two-frame window)
Warping straight to the Mansion from the Cyber Field saves more than 20 minutes, so it makes sense why it would be banned in NMG. Skipping Spamton in this city saves around a minute and a half, which isn't nearly as much as the former. Glitchless bans all skips and exploits including but not limited to wrong-warping. (though Toby specifically left it in for speedrunners)
Easiest category is definitely Neutral Glitchless.
Second easiest is Genocide, as it has the least amount of glitches.
Next in difficulty would come Neutral Glitched.
Then both the pacifist categories. Pacifist Glitched is the hardest main category.
As for the misc. stuff, AGI is not too bad and true any% is free. Early bag is a "try at your own risk" thing.

Automasher is allowed because this is a fan game that's easily moddable for everyone, and, mashing text sucks.
The reason it's disallowed in Undertale is because people have many different platforms they play on, giving PC users an unfair advantage. That's not the only reason though, I'm sure. If you want a better answer you can join the Discord (if you haven't already) or join the Undertale Discord and ask there.
