No it is not. CLEO alone (without any CLEO mods) would disqualify you.
Regardless, if you feel like you need to read text, then in my opinion you aren't ready to start speedrunning the game.
I agree with every point that has been raised.
I do have one suggestion, however. Let's make beating the previous world record a requirement for submitting new runs. This is to prevent moderators from getting overwhelmed by IL submissions.
The betas aren't officially released game versions, so banning them makes sense.

Thank you for the effort but there are several flaws here, which make people not want to play this:
- Vehicles can't be delivered while ON_MISSION_FLAG is true
- The area of delivery doesn't check if the player has exited and left the vehicle there, in fact the player doesn't even need to leave the vehicle. Instead it is instantly marked as delivered.
- The mission passed music is now the cutscene audio for the first Leon McAffrey mission.
- There is no tracker of vehicles yet to be delivered.
- There are no customization options.
- It is based on v3, which is less preferred and less researched over v1.
Even if there are, such software wouldn't be allowed in runs.
This leaderboard only allows official releases of the game.
If there would be big demand, with multiple finished runs, then it could potentionally receive a board under Category Extensions at speedrun.com/gtamemes
I pushed out another update to make it work with v1.15. This will probably be the last one.
In order to avoid confusion, the partially working support for PPSSPP v1.14.2-1.14.4 has been removed. The last supported version remains v1.14.1.
Unfortunately due to the severe limitations of the ASL language, I haven't find a way to make version management for PPSSPP scriptable, so I reached the point where I can't develop this autosplitter any further.
The future of autosplitting are Auto Splitting Runtimes (ASR) for which support is being integrated into LiveSplit and LiveSplit One. Who knows, maybe I'll start writing an ASR script once there are more resources out there... if somebody else decides to go for it in the meantime, feel free to hit me up so I can share the knowledge I gathered from the development of this autosplitter and the PPSSPP 100% Checklist (which is still going to be developed and supported).
