If you're basing whether it's on latest version by the version number, then that's completely wrong, there are multiple version 0.99's. You can tell if you have the correct "version 0.99" if the compound is missing, the stash house is listed as "new", and of course, the hammer in jewelry store works. If that's not the issue, make sure you open the game in the file directory (it's in the "depots" folder in the depot downloader folder), and not steam.

because I noticed in my other message that the "download_depot" part and the actual numbers are on 2 different lines, so you may have not copied the whole thing.
Otherwise, I have no idea what the problem is, and I'll probably give up trying to solve what the problem is, too much effort just for one IL time imo. Might be able to find some solution online ig.
Edit: Alright, I have one final solution if steam console doesn't work for you. This next solution I'm about to show you now actually worked for me, and I confirmed that the code I found actually worked, and makes the hammer work as intended. Here's a youtube tutorial on how to do it:
ah, I can't actually test out whether these codes work because steam depot downloading doesn't work for me for some reason, so can you explain in more detail what the issue is, was it the code just not starting downloading at all, the download not working (aka the same thing I got), or the patch it downloaded being the wrong one, where the hammer still doesn't work?
oh, then it must've been broken in a newer update somehow, if you go to the 2nd place run you can see he's on the version before the before update 33, which was added on February 16th, 2019, a month after that 2nd place run was made, and it was apparently about "bug fixes" including a line that says "melee weapons can no longer be reloaded", despite the 2nd place run was made BEFORE this patch, and they had no issues, so I think that while the hammer was able to reload in the older patch, it could also swing, and when they tried to fix it, somehow made it so it can no longer swing, while keeping it's reloading feature, unless they had it fixed and then messed it up later again. So I guess in order to do an IL speedrun of that level, you would have to depot download an older version, it's definitely possible to do (like how I depot downloaded the older version of sneak thief 1.0 for wall jumps), but it's kind of a hassle, and download speeds are very slow, much slower than usual, with the chance to completely stop at any given moment, and never start back, forcing you to start redownloading the game all over. I'm just gonna get the code real quick to put into steam console that SHOULD download the version of sneak thief used for this run right now.

that code should make the hammer work, but if it doesn't, then I'll have wasted like the 30 minutes of fighting against steam with accounts it took me to find that code, anyway, bye.
It's just broken in that specific level for some reason. My best guess as to why it's like that is that the physics are all completely different per level. A few examples of this would be the hammer in jewelry store actually being a gun that has no ammo (you can tell if you click with it at least once, and press r, because it reloads the hammer, which literally does nothing), the long load times, especially in the mansion, and in data center, which has a completely different menu and flashlight, so the flashlight is ALWAYS on, and the "return to menu" button in the menu SPECIFIC to that level doesn't even work. There's so many examples I could make this the topic of a 5 paragraph essay, like how there's no flashlight in the bank, in some levels the guards can see your flashlight while in other levels they can't, the whole bug with the mansion level specifically that makes guards deaf until the game closes, the tutorial being the ONLY level where you can actually drop weapons with the Y key, and so many other instances. This would also explain why the optimization is so bad since 5 gigabytes is kinda high for a game like this. Oh, and I didn't even mention the multiplayer, the multiplayer is COMPLETELY different from the main game, and it sucks, don't play it lol. Anyway, that's my theory as to why everything is like this, so if you see something super weird, it's either because of the deaf guards glitch that carries over levels, or is level specific, so the hammer in home invasion and the collector works, but not the one in jewelry store, and I don't know how that kinda thing got past playtesting lol. If you've read this entire thing, uh, hi I guess.
You have to go into ur gpu settings, select the program settings, select ds2, then go to the option that says "v-sync" and turn it to off. In my case the "gpu settings" is NVIDIA Control Panel, but it should work regardless of what you have.

what if I had an autoclicker for the clicker part, then another autoclicker open that just clicked once at a time, for the rest of the run, what then? Also the flappy bird part would basically be impossible if you use the same autoclicker you'd use in the clicker part lol, especially in 2.2
like 7 open at the same time in combination with turning off the games v-sync, which uncaps fps, which is linked to how fast you can click in the game.
