World Champion is not just most WRs. It's a rather intricate formula that takes into account your standing on each track/category and how far off of record (or ahead of second place if you are record) you are for each track/category among other things I'm sure I'm forgetting.

No. It should also be noted that Category Extensions are given out very sporadically, as more often than not, they aren't necessary since categories can go on the main board under misc.
Generally you have the timer on your PC, not your console and capture it separately.
I'm not sure I understand the question. If you're asking about roles (guest, member, etc) then to some degree. If you sign up, you have an account on the site. You can get other roles (Full Mod, Game Mod, Verifier, etc) as necessary with the communities you engage in. If you're asking about a ranking system comparing runners of different games, then no. And the short response as to why is there's is no easy way to quantify different runners achievements.
Actually what would be smarter would be to edit the previous submission with the new video and mention that in the comment
