Do the games in it have to be popular enough or smth?

I think I recall there being a rule that games can't be run before it's official release, is this correct?

Also, if a game is released in a different region, but not in mine yet, am I allowed to run it even thought it isn't localized yet?

I have a bunch of Triple A games like Death Stranding and Resident Evil and stuff that I wanna play and speedrun, but I always find myself playing either dead fighting games or dumb shovelware games lol

I don't see any explicit rules against it, but could any harm come out of running an abandonware fangame that was cancelled for copyright infringement?
