I feel like it would be fine to use this emulator. How are the load times without the Increase CD loading speed settings enabled?

Currently it allows you to submit runs with different characters, so you can have multiple runs uploaded. You can then separate them out by the individual car. At the moment, not enough people are submitting runs to make even more categories for this game. II can add Custom Car. Did not know it wasn't added.
It was an issue with having the default character set to Axel instead of not being set. It's all fixed now, also somehow never saw this post.
For any of my controllers I use a program called Xpadder. It's not free, but it's pretty useful. I'm sure there are easier to use programs out there, but I like it a lot. For emulating PS1, I use Bizhawk.
I don't have a specific one to suggest, but any random one you find on Amazon/EBay should do the trick. They're all more or less the same.
Could possibly be because of a pal console. Pretty sure they run at a lower framerate, but I could be wrong. Also, with having the PS2, did you boot into fast disc read speed? It helps with load times on some PS1 games.
I'd say any attack that uses energy isn't a cheat. Even says in the manual that there are more attacks than just those. Generally things like inf ammo don't use energy.
The reason you can use Freeze Burst is in the manual. It's not a cheat.

When you load into the game, turn around as fast as you can walk forward a tiny bit towards the door and open it before you are given any quests and the door will open. You gotta be fast, but it's not too hard.

Current banned emulators:
- PSXFin (Does not run at the speed a normal console would. Load times and gameplay are much faster than normal.)

I do not believe there are any banned emulators. I don't think we've had a reason to ban any yet. I don't make that decision though ;)
You need the European version of the game as it was the only one released on patch 1.0. However patch 1.0 does not work, you need patch 1.1. The game you should be looking for will look like this: I would post a purchase link, but those eventually get bought or go away.

This is the only version that can get the 1.1 patch as you cannot downgrade.
Your save must have either beat or lost the first level. Faster to beat it however.
After you start a new game, you can exit back to the main menu, open multi-player, select death match, turn on infinite weapons, start the match, back out of it, go back to single player, and push start to resume your game. (Doesn't work if you hit x) You will then have infinite weapons. Only works on the unpatched version of the game.
