I think this is reasonable. You shouldn’t have to post a video social media to submit a speedrun, but I see that they want people to see the speedrun on YouTube and Twitch and not just Speedrun.com

I Don't Have A Capture Card. How can I record my runs of SM64 16 star and post them on Speedrun.com without a capture card, also how can I show my splits? Please Help!

I don't have a Capture Card to record my speedruns of SM64 16 star. Am I allowed to point my camera at a TV with no splits at all? do I need to have splits? What Do I DO!?

It can be you just have to be or ask a moderator for it to be added. In my opinion it should be added but it my run faster slower than the normal version (US or JPN)
