Pretty much the only global guideline is to use a video on youtube/twitch that isn't 5fps and 144p quality, each category has it's own rules. While main categories use RTA (Real Time Attack) and IGT (In-Game Time), individual levels use only IGT for submissions

never would expect this kind of question, to be honest intended route is keeping mostly on the road, generally you don't have to be always on it just no unintended skips are allowed so like cutting between objects and stuff like that

When submitting a IL (individual level) run, don't put in your stage time in RTA slot. IL runs only use and accept stage times as IGT.
