I think the issue with IL leaderboards is separate. I haven't submit runs for over 30 hours from the time I'm sending this message.

Not sure what you mean by "Sub Badge". Do you mean the second badge you unlock if you're partnered? If so it should unlock by simply linking a partnered account to your profile that has the same name as your sr.c account.
