Slippi for runs
Are runs with Slippi considered mods if the only difference is it is on Slippi and you can use c stick. I assume yes.
Absolutely they are, since not only are there outside-of-Melee codes active (for example, frozen Pokemon Stadium), but Slippi also optimizes the loading times of Melee, too.
