Hi, I have never done a speedrun and I'm just wondering if the aforementioned things are allowed, especially on console.

Some cutscenes are left to play so your character does not end in an awkward position (the first elevator for example).

And the radio calls are left to run for their full duration because the game counts them as a cutscene therefore the in-game time stops until you skip them or they end.

You are free to skip them as far as I remember but most runners use them because of the things I mentioned above.
