With the addition of Goguryeo, I was wondering: what's stopping anyone in a public server from releasing Manchuria for North Korea? The rules state that you can't have land ceded to you or have aid sent to you, but does that apply also to releasing countries? For instance, if I had a friend or simply asked a rando to release Manchuria when possible, would it be legal? How would that be regulated? Blah blah blah, just curious. I bet this has been answered already and I haven't looked hard enough.

If you check the rules for the Goguryeo formable specifically, there is an addition that states that China must be an AI if you're in a public server.
