The red moving platforms will stay forever unless you have spawned into the main hub where the whips are located.

If you have entered the hub you will have to restart the game for them to spawn again.

To avoid going into the hub and having to restart the whole game you should not pick up the relic unless you have set a new personal best and instead quit to main menu.
