I see there is a empty section in the need for speed runs which are titled "Challenge #68" is this a timed run for only challenge 68 or is something else required. I recently did a run of Challenge 68 and I was going to submit it but I'm not sure if it will get accepted or not.

Yes, it's an individual run for a single challenge.

Do I submit the time when it says "You win" or the police duration for the run

The rules for Challenge #68 RTA say this: -Start from the first challenge and complete challenge #68 as soon as it's available.

ILs are ILs. And Challenge #68 in the main categories is just completing CS68 as fast as possible, starting from #1. You can skip the ones you want in this category. In the Challenge Series category you have to complete all 68 challenges
