I'm interested in submitting runs to this game at one point, but I'm wondering if using an emulator is allowed, or if using the DS/3DS/VC is required. Any answer will be greatly appreciated.

Literally read the post above you. You can use a webcam or a phone pointed at the DS, or pay a few hundred for a capture card.
