You can used wished characters but no abilities wangshu

Can be used Windy And Wind Catcher（Something that makes wind.）?。。。 Because I can't understand some words.

Gadgets like the Wind Catcher were never specifically mentioned in the rules since they were made before those came out, but I would imagine they would not be allowed.
